Introduced into service by the VR in the early 1940’s, the tanker wagons represented by this model were conversions from the 'E' and 'S' wagon fleet.

With the arrival of the standard gauge into Victoria in the early 1960’s, the bogie tanker fleet was then classified as TW, TWF and TWX. The TWF classification denoted vehicles available for fast goods (60 mph / 100 kph) traffic, while the TWX classification was similar to TWF with the addition of bogie exchange capabilities for interstate running. In the 1979 national four letter recoding exercise, a number of these wagons were assigned 'VT' codes that more closely defined their specific traffic availability, ie bitumen, diesel, etc.
